In the Seventh Framework Program for Research and Technological Development (FP7) (2007 – 2013) all funded projects in the areas of Energy, Environment (including Climate Change), Health, Information and Communication Technologies (Cognitive Systems, Interaction, Robotics), Research Infrastructures (e-Infrastructures), Science in Society, Socioeconomic Sciences and Humanities, whose grant agreement was signed after August 2008, contained the so-called Special Clause 39. This clause obliged the researchers participating in these projects to make “best efforts” to publish the results of their research in an open access repository.
The Main Committees of the United Nations General Assembly were created in accordance with Rule 96 of the Rules of Procedure of the General Assembly, which states that: “The General Assembly may establish such committees as it deems necessary for the performance of its functions” These committees are characterized by the fact that, as in the General Assembly, each of the Member States that make up the United Nations is represented by one person and voting is decided by an absolute majority of the Member States present and voting. However, based on Rule 100 of the Rules of Procedure of the General Assembly, “each representative may be assisted by advisers, counsellors, experts, technicians and persons of similar status.” On January 11, 1946, the General Assembly decided to establish the General Assembly.
On January 11, 1946 through Resolution S-10/4 this Commission was officially established, but it was not until January 1994 with General Assembly Resolution 48/87 that agreement was reached on the thematic focus of this Commission. In very general terms, the topics to be dealt with are those relating to arms regulation and disarmament issues. In practice, the topics are nuclear weapons, weapons of mass destruction, conventional weapons, regional disarmament and security, confidence-building measures, disarmament in outer space, disarmament machinery and international security.

The European Commission (EC) is one of the seven institutions of the European Union. It holds executive power and legislative initiative. It is responsible for proposing legislation, implementing Community decisions, defending the Union’s treaties and, in general, dealing with the Union’s day-to-day affairs. It operates independently of national governments and represents and defends the interests of the Union. It is based in Brussels, Belgium. The current President of the Commission is Ursula von der Leyen.
The term “Commission” can designate two realities that are not strictly identical. It can refer, on the one hand, to all the members of the Commission in the strict sense of the term, who, in the form of a College of Commissioners, are the formal depositaries of its powers, and, on the other hand, to the administrative body that assists them, which includes an executive office composed of more than 38,000 civil servants. This article will preferably use the term in the first institutional sense, without prejudice to referring to the activity of the administration which it directs and on which it is based.
